The Saturn person may have a need to bind with Venus because they have a strong need to protect them and they need something from the Venus person to complete something missing in their own life -- it could be a double whammy so each completes each other. Saturn can be very obsessive about what it wants, Venus/Saturn aspects can be obsessive more on the lines of perfection, not Neptunian perfection, more about the details and structure. Sometimes the love has obstacles, a tinge of pain, even the positive aspects. Venus can have a deep love for Saturn and vice versa -- Venus beautifies Saturn and makes Saturn more receptive to love. Venus/Saturn aspects aren't all about being cold and rejecting. It can be a love that never dies even when apart. Venus/Saturn can surprisingly be very strong in relationships that are profound.
